Concluding Comment

It is through suggestions such as these that school districts can maximize local control in the years ahead.  True, it is not like the past.  Instead, one must find the “holes” that allow discretionary decision-making and look for the implementation of these mandates in ways that serve the leader’s vision and purpose.  This is the only alternative to the bygone understanding of local control.
